At Local Partnerships Rachel is responsible for the programme management of the national Re:fit programme, delivering energy savings to the public sector via energy performance contracts. Rachel has 9 years Local Authority experience, where she led on energy management, procurement and strategy development. Experienced in project and contract management, Rachel has delivered multiple energy efficiency and renewable energy projects and an energy performance contract.  

  • Outlining how Re:fit aims to accelerate delivery of wide ranging programmes of retrofit to existing structures to increase their energy efficiency, and renewable energy projects to  reduce costs and generate income for public sector organisations
  • Highlighting the key benefits of retrofitting existing infrastructure, including financial benefits such as reducing energy costs as well as other benefits such as creating safer and more reliable working environments with fewer equipment failures 
  • Understanding how public sector organisations can benefit from the support provided by Local Partnerships to help deliver energy-saving projects including legal, financial and technical assistance  
  • Exploring the success of the Re:fit programme; including helping over 250 organisations engage in retrofitting projects and investing £180 million in to these projects since its inception in 2009
